Score seven independent signals
S1 is the ATS location/offices field (India, APAC-including-India, or worldwide) — never body text. S2 is a body inclusion sentence. S3 is the title. S4 is the company's India track record. S5 is a named EOR or Indian entity. S6 is a hosted classifier verdict whose excerpt still exists in the job body. S7 is INR or location-based pay across countries. Each is stored on the verdict.

Apply counter-signals
Any one counter-signal blocks Confirmed; two block Likely: restricted region without India, work-authorization or clearance, a US state/city list without India, must-be-located language, hybrid/in-office days, excluding India/APAC, or India paired with a US/UK/EU-style restriction. Philippines or India is not a conflict.

Publish all four levels by rule
Confirmed needs an India-named core signal (S1 or S2, and a second core signal or an India ATS field) with zero counters. Likely is worldwide-only, a single core signal, or a Confirmed-shaped case with a soft caveat. Not eligible is an explicit exclusion or title token such as (USA) or US-only. Everything else is Needs confirmation.

Gate Confirmed on measured precision
Confirmed is machine-published only when the last committed eval results pass the precision gates (Confirmed ≥ 0.97, Likely ≥ 0.90, Not eligible ≥ 0.98, Needs-confirmation share on positives ≤ 0.25). Until then a Confirmed-shaped result publishes as Likely. Hosted classifiers are optional; there is no locally hosted Qwen model in production.

Keep the asymmetry principle
Automation may still publish Not eligible from an explicit exclusion. Automation publishes positives only under the measured multi-signal rule above — never from a single weak hint, and never by rounding silence up into a green light. Nightly re-verification flips a positive if the signal disappears; reporting an incorrect Confirmed demotes it to Likely.

Keep the claim narrow and dated
Each index entry still records scope, route, timezone, exact excerpt, source URL, and history. It says what that source proves today — not what a company will do for every team forever.
